Why CA DMV takes so long to process my payment and issue the sticker ?

My sticker will be expired in March, I sent them the payment on Feb,1st then they did not deposit until Feb,13. It has been 3 weeks now and I still do not have my sticker. I search on faq on their website and they say I should wait like 2 or 3 months to receive my sticker. I was like wth...lol
