Is it wrong that a teacher told sister to go to vocational school because she got a question wrong?

A teacher in my sisters highschool told her she should go to vocational school in front of the cl after she could not answer review questions the teacher was asking. She just transfered into this school (she was on the waiting list) and the questions were from the beginning of the year. Is this wrong?
